I think this has a lot to do with virtual company options.  Whether or not
to generate null statements, statements with a balance, statements with
activity, etc.  The two services that are the same servdef probably have
different account status - the one that is printing probably has an
overdue balance or has had some other activity (transaction-wise) this
month.
