BillMax questions -- Postal billing problem, monthly/quarterly/annually

Hello, list... if anyone's still alive out here...
BillMax 2.1.4
  I am having an issue with quarterly services being billed a hardcopy 
surcharge monthly, and printing monthly.  Not all 
quarterly/annual/biannual services are doing this, and it doesn't seem 
to be tied to the service definition: two services with the same servdef 
are doing different things.  Has anyone else encountered this?  Right 
now, it is a manual process to weed out the inappropriate bills and void 
the charges, and some are being missed: customers are getting angry.
