OK, I figured out most of this.  I did not have the newoncc field set.  
Then, there user number is not in the new service form, so patched that 
template.  Now the problem is, my fix is only partial.  The controlling 
user number is in the user field, but the SERVICE_user field is blank.  
So any new service gets added to the controlling user, not the correct 
user.
