If you don't mind doing your own scripting you might get what you want
from Net::Telnet::Cisco (perl module,
http://search.cpan.org/~joshua/Net-Telnet-Cisco-1.10/Cisco.pm) and the
enter_charge utility provided with Billmax.

Set up a script with a cron job that goes out, does whatever manual
interaction you're doing now, and enters the appropriate charge into
billmax.  

cpan has several other cisco related modules as well, for snmp, and
things which I'm unfamiliar with.
