Check out the 'reopen' executable.

Bear in mind that if the account/user/service were suspended
automatically, for non-payment, and if no measures were taken to correct
this (set to not suspend, payment made, credit provided, etc) then it is
likely that the account will be suspended again during the next nightly
processing.
