BillMax questions -- BMUI Question

I have the BMUI setup and working on a webserver.  It can talk to the 
Billmax server behind the firewall with no problems.

When a user logs in using the default template, he can modify his user 
information, however he can't view any of his statements.  He keeps 
getting the error message "You are not authorized".  Where do I have to 
give him permission?  I'm not sure I understand why this error is coming 
up.
