BillMax questions -- Users and username/passwords

In setting up BillMax it seems that a username and password is assigned 
by user/service, not just by user.  So a user with multiple services 
would have to select a username/password for each.  Is that correct? 
Should the user be able to log into the BMUI using a password created 
for any service?
