From what I see in the defaultregform.tmp, the ACCOUNT_ccnum field is
not validated by the VerifyData javascript function. It seems to
me that this is being validated at the server end.
I don't see any way to stop the validation of the ACCOUNT_ccnum field
within the defaultregform.tmp file.

In the my table defaults ACCOUNT_ccnum is not required for new or
existing accounts. Also under the ciparms List, the allownoncc is
YES as is the newnoncc set to YES.
You need to change the javascript in the *regform.tmp file(s) to not
require that these fields are filled in
If you don't have these accounts created in a wait-for-payment state, you
could be asking for trouble.
